Put the bulgur in a big bowl. Add hot water and wait for 5 minutes to let bulgur seeds get bigger. Chop the green onion as rings and the parsley very well. To mix the meat mixture, cook the ground beef with with sunflower oil till gorund beef changes colour. Add the salt and black pepper, take the pot from heat. Add the boiled potatoes to bulgur and smash them till it gets paste like. Add sunflower oil, salt, black pepper and tomato paste to bulgur-potato and keep mixing. Add green onion and parsley and knead the all ingredients. Take pieces as big as a walnut from the dough and press the middle of the pieces with your finger to make a hollow. Fill the hallows with meat mixture and serve immediately to not let the meat get dry.
