Boil the water with salt in a deep pot. Put the bugatini pasta into boiling water and cook for 8-10 minutes. Then, drain the pasta. To prepare the sauce: melt the butter in a pan, add flour and mix very fast till its colour changes. Then, add the milk slowly and mix meanwhile. After 2 minutes, add salt and nutmeg. Mix it at medium fire for 2 minutes. Pour the sauce onto drained pasta and mix. Butter an oven tray. Put phyllo dough sheets on the kitchen counter. Put the tray on doughs and cut them just a bit bigger than tray. Put half of the dough sheet the bottom of tray. Pour half of the sauced pasta onto doughs. Put grater cheddar and parsley on the pasta. Pour rest of the pasta and cover with other half of the doughs. Butter between the doughs and put it in pre-heated oven for 15 minutes at 170 degrees till the top gets roasted. After, flip it on a plate and slice before serving.
